[PCB Members] Link to Washington Post added to PCB web

Hey band,

I added a link to the Washington Post at the top of the music list page.

There is also a "Permanent Folder Contents" section down at the bottom of
the page that has the standard stuff that was always in the folder. We
should all download and have available these pieces in case a director
needs to call an audible.
